550 5.7.1 Unable to relay for xxx@xxx.com

I cannot understand why I am getting this error message. I have checked out firewall, etc. We are using a smart  host and I know that is configured right.

I am at loss. It was working at one point with a problem. Not sure what change. Just the usual patches fro Microsoft.

Let's narrow down the possibilities:

Can you make a telnet connection to the server using port 25?

Are you trying to send a message internally or externally?

What email client are you using and are the server settings on the email client set appropriately to communicate with the server? Have you tried another email client, like Mozilla thunderbird?

What antivirus package are you using?

Yes, I can make a telnet connection to port 25. That is what I pasted in my orginal question.
I am sending internally and externally.
No email client involved. Use a form within out website.
We are using avast.
Your help has saved me hundreds of hours of internet surfing.

This article is a good one to learn how to properly configure rules for SMTP relay for both inbound and outbound messages. It looks like the IIS configuration for email servers is set to the default of:

Under relay restrictions:
dissallow all except listed servers

If you have no servers listed, it will not relay traffic from your exchange server.

I think this is where you will find your problem.
