I am a local administrator but i can't access the roaming profile folder on the server even though i have set permissions on it as admin.
Is this standard in microsoft. If not how can i solve it.
Please help how can i get access to it directly from the server

This is normal. When a roaming profile is created (on the users first logon) the user is assigned ownership of the folder and full access, no other accounts are given access.
You can fix this by taking ownership of the folder, do this by:
Right clicking the folder and clicking security (or properties)
On the security tab click the advanced button
Go to the ownership tab
Click change ownership and assign ownership to the admin group
Once this is done you will be able to add the administrator account or group to the ACL on the file.
You can also set a group policy setting that will give the administrators access to the profile folders, but this will only affect new profiles.

I have done exactly as specified above. Admins have full permissions yet still i can't access anyones folder please help.

Are you logged in as administrator or with your user? If you are logged in with your user then give your user read access to the folders.
i am logged as administrator with full permissions i think the files i can't access are deleted files but why do they keep replicating its so annoying.
Please help.

Make sure the disk is not full or write-protected and that the file is not
currently in use
Are you trying to copy the entire profile folder? If so then there are files in a profile that will be locked after a user logs in. A reboot of the server may solve that problem.

DO you know of any microsoft tool to check files and also to see what is been downloaded.
