How to page break Access 2007 reports on changes in data

I have a report that prints a list of employees in a particular status.

Ive been asked to add the department (which I did) and then to page break on each change in department.  (which I cant figure out)

The point is to print a list of employees who meet certain criteria on a department specific report to give to the dept supervisors.

Ive set the "keep togther" for departments, but my problem now is short lists, if the list of one department is short enough, the second department list prints on the same page as the first.  How do I fix this?

each department gets their own page, even if there is just one entry on the page.  (its okay to not print departments pages with no qualifying employees.)
