Synaptic Package Manager and Software Sources Problems

I am running Ubuntu 8.04 Hardy Heron. When I click on System > Administration I do not see the Synaptic Package Manager and Software Sources icons. When I try and add them it does not let my (when i click the check box it does not stay checked). If I use the shell terminal apt-get works. How can I fix this issue.

Update when I run the following code in the terminal window it works but I am unable to put the icon on the drop down menu.
sudo gksu /usr/sbin/synaptic

Open in new window

Get KDE, synaptic will work under that GUI without problems.
