Question: Is ther any way to unlink them or determine what is causing them to be linked togther?

Two questions to eliminate the only obvious possibility I can think of:
1) Are there active macros in the documents? If so, it's entirely possible for macro code in one document to open the second document. The way to prove/disprove this is to turn off macros -- in Visio 2003, select Tools/Macro/Security... and set security to High so no macros will run.
2) Are there any "intelligent shapes" in the documents, for example, shapes that automatically change based on some condition or event? If so, a formula in the shapesheet for a shape, or for that matter, for the page or the document itself, could be calling a program that opens the document. This is a bit harder to track down, but depending how a function like this is implemented, turning off macros could shut this down as well. But if it's implemented using add-in code instead of a macro, the add-in could still run even if macro security is set to High.
Final question, what template was used to create these two drawings? Something ordinary like the flowchart template, or one of the Visio template with wizards or other intelligence such as the org chart, gantt chart or timeline?
Here are my answers to your questions.
Question 1:
I changed the macro security to high and then restarted Visio. No macros started but when I opened the vsd file it opened my file PAR-PermApp_OSCAR_SpecHaul
Question 2: No intelligent shapes are in these files. I didn't know you could do that.
Fina Question: The template used was a blank template. No wizards were used. I cut and pasted some screen shots into a blank page or I used basic shapes to create a drawing. If it was a pasted screen shot I usually added callouts on the page to denote text related to the fields.
If I add anything to a page the second copy of the document also has it on the same page. If I close either one they both close.
It is opening two copies of the same file and I don't know why.

  This worked well. I first needed to tile all of the windows in order to close one. If I did not do this and just selected FILE + CLOSE on the current file in the current window, it closed both copy 1 and 2. Once I selected WINDOWS+TILE I could see both files on the screen and then I could close one of them.  I then saved the document and closed it and when I reopened it I only had one version showing.
Thanks for all the detailed help. This was driving me crazy.
