Add FTP Site Operators Win XP

I am trying to setup a FTP. I can connect, my users can connect so I thought everything was fine. When I login with a user name I cannot copy anything to my ftp. When i sign on as an admin I can. I have found where to add site operators but the buttons are greyed out. I am using XP Pro with SP 2 and IIS v5.0.
This is my first ftp so please be as thorough as possible.
Any help would be greatly appreciated.

Create a group and add all your users that need to FTP to the group. Then in IIS right click on your FTP and under permissions add the group you created to the site, grant the group write permissions. Then go to the folder that the FTP site uses to store the files, again add the group under the security tab and grant them write permissions. That should solve your problem.

One small point to note...
When you create a user for ftp access, DON'T name the user something like ftp (or any command name used in the ftp protocol)
This WILL cause you endless headaches!
