Need to remove the iisadmpwd directory, but it won't stay deleted

I have been unabled to remove the iisadmpwd folder under c:\windows\system32\inetsrv.  I have removed all references from the metabase.xml file.  I brought the server up in safe mode, removed the folder, but upon reboot, the folder comes back.  It is empty.  When I try to remove the folder in normal mode, it says the folder is in use, even when all IIS services are stopped.  Nothing in the registry either.   Can anyone tell me how to remove this folder permanently?

I found two ways to delete the IISADMPWD directory

1. run the "ADSUTIL SET W3SVC/<site id>/ChangPasswordFlags 2" command --> then remove the inherited permission then add your account with full control, reboot then you should be able to delete.
To get the site id run the command IISWEB /QUERY command

2. Boot into WinPE and delete

I've not found another method the works for Win2k3/IIS6.0..

thanks... will try this as well.  cant believe i didnt try WinPE... (smascks self). the ADSUTIL or WSCRIPT stuff doesnt do jack on my machine (not recognized command).
This is the best money I have ever spent. I cannot not tell you how many times these folks have saved my bacon. I learn so much from the contributors.
