MS Win XP SP3 will not install on a Dell Inspiron 700m notebook, which runs XP SP2
SP3 for Win XP will not install on a Dell Inspiron 700m notebook, which has XP SP2 & Trend Micro Internet Security 2008.
In addition, my client runs frequent scans using TM IS 2008, Spybot, AdAware2007 & Eusing Registry Cleaner.
Client wants it, even though I suggested it was not critical to the security and efficiency of his notebook.
Suggestions as to why it won't load?

Arkware is exactly right! Windows XP Service Pack 3 is still in the beta testing stage.
If your client "wants it," I really think that you owe it to them to tell them that it's NOT smart to load beta software on an operational computer. If something goes wrong (like it apparently has in this instance), it can be problematic to troubleshoot since it isn't fully supported software just yet.
