Migrating from SBS 2003 to a new server, Exchange problem

I am in the process of migrating SBS 2003 to a new system.  I am following the steps as outlined here:

I am at the point where I am migrating the Exchange data, specifically replicating the public folders.  In ESM, when I click on the public folders I get this error:

The HTTP service used by Public Folders is not available, possible causes are that Public stores are not  mounted and the Information Store service is not running.

I am currently NOT using any public folders.  The next step talks about replicating system folders in the public folders.  If I'm not using public folders for anything, can I skip this step or should I try to fix it because there's something in the system folders that I need?  Thanks!!

I had that on a home system last night... I couldn't fix it. It was a bad build so I removed Exchange, wiped the machine and then reinstalled Exchange. Good as gold then.

I haven't really tried anything yet.  I found the article Sembee linked before I posted the question and my eyes kind of glazed over.  :)

Have you looked into swingmigration.com? They have a lot of information about migrating SBS.

I feel like I'm spinning in circles here.  I have found a million websites dealing with this error but I'm very confused on where to even start.  :/

can you browse to http://localhost/public from the old server?

No, I cannot.  I think I may be on to something here though.  I think there's a problem with replication between the servers.  Here's the results of dcdiag: ("FREEDOM" is the new server "PCERSERVER" is the old one)

After researching this quite a bit, I think my public folders are hosed.  What's the downfall of continuing without replicating them?
