Server hangs on reboot - error BIOS Code 8B - PCI INIT.

Server Specs - Model - P1-102A2M / MB - MS-9249 / 4 GB RAM / Pheonix Bios ver. 6.0 / SBS 2003 std. / External 56K modem attached via USB

During a normal reboot the server freezes and the LED panel shows BIOS code 8B - PCI IINIT. If I press the power button to completely shutdown the server and initiate a another startup it boots up normally with no errors. I have never seen something of this nature. Anyone experience this type of reboot problem before?
