How do i control this Setting from Code Behind?

Let me explain the scenario

When user tries to Download from our site for the first time the following message appears at below the Address box.

"To help protect your security internet explorer blocked this site from downloading files to your computer"

Our users get frustaed when they see this message...so i want to Adjust the following settings when the user log in to our application..istead of changing the security setting of the IE by manually..

Please Help me..
