How can one regain access to Outlook Archives such as tasks, once Excgange SBS 2003 has been shut down?

The Exchange 2003 services were apparently shut down because email is now outsourced.  Problem is an employee cannot access critical company info. From Outlook archives, since the Exchange server in accessible.  Are those files still accessible, if I restart the Exchange server?   And now that we are outsourcing email, will restarting the Exchange server cause the current email service to bounce?  Is it possible to access the Outlook archives and store them locally on the employees workstation?

I'll appreciate your professionalism and expert guidance in this situation.   Please be thorough in explaining your fixes.

The data should still be present in the information store. If the DNS entries were correctly transfered to the outsourced server, then there should also be no problem with new mails reaching your server, but you can always disconnect it from the internet to be sure.

     So to access that data again I have to:
      1.  restart exchange server services?
      2.  have client access info.?
      3.  then some how store that info on the local hard disk?  
      4.  reconfigure Outlook to new email servers. ?
      5.  then shut down Exchange?

      Is that right?

Thank you,  when I accually got on site I cpuld see that the default exchange mail server services are not running , but the default exchange server mailboxes are intact.  If you can further help me from here I would appreciate it.
Experts Exchange is like having an extremely knowledgeable team sitting and waiting for your call. Couldn't do my job half as well as I do without it!
