can't view embedded pictures in Outlook 2007

have a user that upgraded to Office 2007 and now he is not able to view embedded images in email that is sent to him. If he forwards the message the person gets the email with the images. I checked the Trust Center setting for download images and also allowing email from all senders not only safe senders list. I have other users that upgraded with no problem. I recreated the outlook profile and still same problem. I cleared the Outlook Temp folder. Does anyone know a fix for this short of reimage?

Does it work in safe mode?
START>RUN>Outlook.exe /safe

Might try running Clean Profile:
START>RUN>Outlook.exe /cleanprofile

Clean Views may also help, however it will reset any custom views already setup:
START>RUN>Outlook.exe /cleanviews

May also want to check in the Trust Centre, Email Security, Read as Plain Text is NOT selected.

ok checked out all above and the only way it works is in safe mode and clean profiles.  
This is the best money I have ever spent. I cannot not tell you how many times these folks have saved my bacon. I learn so much from the contributors.

Just to add from experience today (although I know the issue has been closed) but if pictures cannot be viewed in Outlook 2007 make sure there is NO tick against the following: New email, Office Button top left, Editor Options, Advanced, scroll down to Display email content, make sure no tick against Show Picture Placeholders.
