When plugging a Cisco 7940 or 7960 into the new UC500 it sits at Configuring CM List
Check TFTP settings. If the configuration file from the TFTP server listed more than one Call Manager, the phone will try each address until it can register with one. During this step, the phone will display "Configuring CM list," then "Opening a.b.c.d" which is the address of the Call Manager."

This is a brand new UC520W, I tried plugging in a 7960 and 7940 with the same result, looks like just 1 TFTP server listed.
