How to permanetly disable Junk Mail filter in Outlook

How do I permanently disable Junk Mail filter in Outlook in a Windows Domain, we run W2K3 SP2 with Exchange 2003 SP2, it seems like whenever we try to turn off the setting on each client it gets turn on when Outlook downloads and update to Junk Mail filter it sometimes gets turned on. Is there. I;m trying now to install the Outlk11.adm GP template but  can't figure out how to make it to disable the Junk Mail filter

How does one confirm the Outlook "Junk Filtering" has been disabled from within Outlook?
I have used "gpresult" to confirm the group policy is been applied properly to my user, but I don't know how to do the above.

I don't see the Microsoft Office 2003 level under Administrative Templates.  Did you have to install something to add these?
You need to download Office 20xx ADM Templates. Then right click on Administrative Templates - Add new templates - and point it to the downloaded templates
