554 No relaying allowed - psmtp> #SMTP#

Trying to send an email to the below address...I can telnet into 75.147.116.86 but how can I tell if the problem is on our end or theirs?  Thanks Jeff

Relaying denied indicates a configuration issue on their end, the most you can do is contact their postmaster and report the situation.

I'm using exchange 2007 tho
It doesn't matter what you are using, it's not you, it's them.
How can you be sure?  Is there some kind of test?
The test is if you send a message to a user on their domain and they respond with relaying denied. The exception would be if this happened with all mail to all recipients.
