Backup exec 12 is skipping files

Can anyone tell me why the following files are being skipped in backup exec 12 and how to fix this problem.  I would like to have my backups complete successfully and not skip files.  

Unable to open the item C:\Documents and Settings\Administrator\NTUSER.DAT - skipped.
Unable to open the item C:\Documents and Settings\Administrator\ntuser.dat.LOG - skipped.
Unable to open the item C:\Documents and Settings\Administrator\Local Settings\Application Data\Microsoft\Windows\UsrClass.dat - skipped.
Unable to open the item C:\Documents and Settings\Administrator\Local Settings\Application Data\Microsoft\Windows\UsrClass.dat.LOG - skipped.
Unable to open the item C:\Documents and Settings\LocalService\NTUSER.DAT - skipped.
Unable to open the item C:\Documents and Settings\LocalService\ntuser.dat.LOG - skipped.
Unable to open the item C:\Documents and Settings\LocalService\Local Settings\Application Data\Microsoft\Windows\UsrClass.dat - skipped.
Unable to open the item C:\Documents and Settings\LocalService\Local Settings\Application Data\Microsoft\Windows\UsrClass.dat.LOG - skipped.
Unable to open the item C:\Documents and Settings\NetworkService\NTUSER.DAT - skipped.

These files are skipped because they are in use by the OS.
To avoid this you will have to check the checkbox to use the "Advanced Open File Option" in the Backup job definition. This checkbox is only available for selection when you have the Advanced Open File Option License installed.

I am using "open file option" and still the files are being skipped.  Is there anyway to find out what is using files so I can try to not have them skipped?  Or, change my backup job so it will not try to back them up?  I have removed "Shadow Copy" from backup and still get these skipped files.
