World Wide Web Publishing Service doesn't start

The World Wide Web Publishing Service doesn't start. When I try to start it an error message occure and several error messages are writen to the System Event Viewer.

These errors are logged:

Event Type:      Error
Event Source:      W3SVC
Event Category:      None
Event ID:      1063

Description:
The World Wide Web Publishing Service encountered a failure requesting metabase change notifications.  The data field contains the error number.

Description:
A failure occurred while initializing the configuration manager for the World Wide Web Publishing Service. The data field contains the error number.

The World Wide Web Publishing Service is exiting due to an error. The data field contains the error number.

We reinstalled IIS multiple times without any result, any other advise?
I would suggest checking permissions on the metabase files and folders.
Make sure the Nework Service has full writes to them. In the first error we see that the Metabase file could not be updated.

SBM
I changed the permissions on the folder C:\WINDOWS\system32\inetsrv\MetaBack and it's content to everyone full control. Still can't start the WWW service, same error message and same events are writen to the event log.

The files stored in the MetaBack folder are a *.MD1 and *.SC1 file, the MD1 file is 39 kb big and the SC1 file is 258 kb big.
The MetaBack folder is actually your backup folder for the Metabase.
Do the permission changes on the inetsrv folder instead.

Thanks steedBmaher for your help with my problem.
I changed the inetsrv folders permissions including all files without result. Still same error messages and the WWW service doesn't start.
Any other suggestions?
My server gives an error when submitting this command: Windows cannot find 'regsrv32'.
see if you caqn Down Load a copy of Regsrv32.exe.
Copy it into you system32 folder and you should be able to run the command.

I've run the command regsvr32 c:\windows\system32\oleaut32.dll and will restart the server tonight. Thanks for you help steed.

Hi steedBmaher, the problem is solved... thanks alot. The only thing in you solution is a typo, it should be regsvr32 c:\windows\system32\oleaut32.dll

One question - what would cause this and should I be worried abou the config of my web server??

FYI - I had to uninstall IIS, reinstall IIS, update inetserv permissions, register the DLL AND reboot before this worked for me. . .
