Workgroup templates set to network drive issues to normal.dot saving

I set a group policy object to set the shared templates path of MS Word 2007 to a network drive.  By doing this it has caused the normal.dotm and the normalemail.dotm to save in this location.  This causes an error message when exiting word for the first time: "Normal was being edited by another word session. If you save this document with the original name, you will overwrite any changes made in the other session.  Do you want to save the document using the original name anyway?" If I select "Yes" Word closes with no issues and I don't see this message again until I open Word for the first time on a new machine.  The problem is similar to http://support.microsoft.com/kb/167112 but the two instances are not isolated to one machine.  I have also constantly seen the error "Word has insufficient memory do you want to save the document to rescue template X?" Is this intended functionality of GP to also grab the default templates? How can I fix this while still keeping our custom template available for all to access?
