used computer

I'm trying to fix a used computer.When I boot up it has this message
"<windows root>\system32\hal.dll.
Please reinstall acopy of the above file
Thats as far as I can go. Appreciate any help.

Which Windows OS is supposed to be on it?

If you can find a similar OS on a working PC search and copy the file onto a Floppy disk.

Boot the PC being fixed to Command Prompt and copy over the missing file

It keeps asking me for an administrator password when I try to boot from xp pro and repair.

It won't ask for a password for a repair install, what you are doing is trying to enter recovery console. Don't select this first repair option, proceed as if for a new install and when it searches for previous installations and finds the current XP Pro, take the option to repair this.
