ActiveX Control disabled - how to enable it?

I have an user who needs to edit a datasheet in Sharepoint intranet. However upon opening the site and click the EDIT button she received this error message :- "Your web browser does not support ActiveX controls. ActiveX controls is disabled"

I believe that can be enable from going to TOOLS>Internet Options>Advanced but I seem not being able to local where it is. Can anyone help please?

Check the "Security" tab...

I checked there already but everything associated with ActiveX is set to enable. Is there anywhere else?
