When changing IFS permission they do not stay.

I needed to change permissions on a file located on the IFS.  When I change a user to allow all permissions they are able to read/write just fine.  The next day the rights are back to read only.  What am I missing here?  I also need to give them access to another folder with all documents within that folder which I did and I'm betting the same things happens with that folder as well.

If a procedure is running overnight check the user who is recreating the file.  The default authority for file creation may be set to read only.  The user recreating the file may have the authority but does not grant authority automatically to the other user.  
If this is a query that is being run the file may be set to replace and thus deletes the file and recreates.  If you set to replace member the authority will not change.  Or use clrpfm instead of dltf.  Optionally you can grant authority, if it is in a cl program, following the file recreation.
