Is there a coresponsing Group Policy?
User Config\ Administrative Templates\ Start Menu & Task Bar\ set Remove Balloon Tips On Start Menu to Enabled.
that will get rid of the start menu popups...i dont believe you can remove all the pop ups via GPO.
if you make the reg key change you can deploy is via this program:
Multi-Remote Registry Change v4 (it's free and allows you to deploy the key to the all the machines you want) you can get it here:

Start > Run and type regedit (press enter)
navigate to the following key:
HKEY_CURRENT_USER\Software
find "EnableBalloonTips"
and set the value to zero
note: this will disable all balloon tips. To my knowledge you can't pick and choose which ones you want to disable.
