If time was more than 90 seconds away from current time

I have a PHP string with a time stored as 2008-05-22 08:17:10. I need some PHP code to recognize if the time stored was equal to or more than 1 minute and 30 seconds away from the current time.

I get a "Warning: Wrong parameter count for date()" error.
