Slow Office DSL

The office has experience a slow DSL connection in the last few weeks.  Users have reported differences in download and upload speed during the course of the day.  Unfortunately, on the occasions when I've had a chance to check performance, it's been pretty good (download speeds around 1.1 Mbps and upload speeds around 0.7 Mbps).  Ideally, I'd like some type some type of alarmer functionality (like that found in the Windows Performance Monitor) that sends me an alert when download speed falls below a threshold.  To my knowledge, I can't get it done with perfmon.msc.  Is there a tool out there that I could get it done with?
