Yes, install the Windows Server 2003 admin pack (available here: http://www.microsoft.com/downloads/details.aspx?FamilyID=c16ae515-c8f4-47ef-a1e4-a8dcbacff8e3&displaylang=en)
Get the Adminpak as already mentioned. After downloading and running the installer, the "Administrative Tools" directory within Control Panel will be populated with a large number of shortcuts to the MMC applets installed as a result of Adminpak installation.
Not all the Windows 2003 tools are there - you will see all the ones which are present by default in a Windows 2003 Server installation, plus the Active Directory applets.
If you need to upgrade to a Vista workstation at any point, you'll need to reinstall Adminpak then run a script (http://www.petri.co.il/running_win_2003_adminpak_on_vista_rtm.htm) to register some DLLs and make the tools work correctly.
