Information Point / Kiosk In Flash Action Script, php and mysql

Hi All,

i am not quite sure where to start with this. We are looking to create a kiosk, information point written in either flash using action script with a mysql back end or simply php and mysql depending on which is easier.
I am very much interested in out sourcing the project however at this stage im not sure what the best way to do this is? i am told i can post requirements of a project on to specialist developer sub contracting sites however my google search finds nothing (im sure its my lack of knowledge in that area).

I am unsure of this is available via experts exchange or if it should be reserved for technical questions only?
if the later i would still like some help on some questions but first the project in hand:-

A information point kiosk displaying local amenities and tourist attractions for the use of the general public located in the UK and found in Hotels, Airports and Conference centers etc.

A simple 4 tier system starting with 6 main categories on the start page and increasing or decreasing depending on the categories on page 2 and so forth,
example....

Food & Drink
  Bars
    List of bars in the area
       Details page of selection

I would like ot have the listings saved to a database that will be centralised in a remote location.
we will have multiple kiosks in different locations howevr sometimes close to each other. I would like to have the kiosk only display those listings we instruct it to with the click of a button as an example.

I have search hotscripts etc for a ready available starting point however i have been unsuccessful due to the need to have this run on a touch screen monitor so all buttons and links need to be of a perfectly large size for all ages and hand sizes.

I am not very good at explaining everything that is required however i would like your help on putting me in the right direction.

thank you for the replies,

cedlinx thank you for the websites, i also managed to stumble across www.odesk.com for others.

Kelso_b thank you for your interest in this project, we are looking to have the database sit on a hosting server, and each kiosk will connect to it using a sub domain or maybe each kiosk can query the database and display the results based upon a static ip address. I really do not know what the best way to manage this is however in an ideal world the users of the kiosk will only ever have to press the screen no more than 4 times to get to the desired listing.

an active broadband connection will be perminant however access to the internet will be restricted and locked down to just the kiosk application created. We will be incorporating VOIP technology however this has already been completed and the code to this will be provided.

the important thing is the future of the project, we will be starting with a foundation only but plan to implement future applications and features so it is important that any developer working on the project will leave it open so another developer can take over if the skill set does not stretch to the desired application at the time.

The deadline for having a working prototype is the last day of June 2008 so the time frame is pretty short.
at this stage i am putting together some presentation slides to help better tell the story of the functionality however a phone call or skype call would be best.
