VPN access denied

Dear all,

We have ISA 2006 Sta Edition, workgroup, we configure VPN on ISA Server and
ot was work, then we join ISA to domain and we find the following:

- ISA take long time to log in.
- we create a new group in AD and add VPN users to group but domain users
receive the following error when try to access VPN:

Error 691: Access was denied because user name and/or password was invalid
on the domain.

also I found the following warrning on ISA:
Event ID: 20014
Source: Remote Access

The user ....... has connected and fail to authonticate to port VPN5-4: the
line has been disconnected

Note: Local account the created on ISA can access VPN.

Do the users have 'allow dial-in access' checked at their properties?
