Can I assume motherboard has failed?

I have a computer that exemplified thermal failure. It would shut itself down after a period of using it, the time frame getting shorter and shorter. Then it failed to reboot at all. This is all the person told me.

When I got it, it would not even POST. Upon visual inspection, the CPU heatsink was packed solid with dust. Other components looked ok.

After cleaning everything, the computer would still not POST. PSU tested out ok, but I swapped it anyway and still got nothing.

Then I stripped it down piece by piece until I only had the motherboard powered. Never did I get a post message or BIOS beeps of any sort.

Would you assume (like I have) that the motherboard (at the very least) has failed?
