troubleshooting Question

choppy streaming flash video

I have a a video that I am playing from a webpage.  It is a Flash Player Movie (flv) file.  I have embedded a swf file that calls the .flv file and starts playing.  Everything works, but the problem is that the video streams and is choppy unless it is fully downloaded.

Is there a way to fix this?  Some way to prevent the video from immediately playing and let it download enough before playback or make it download all the way?  Does that have to be fixed from the Flash side on how the movie was created?  All I did was embed the movie.  I didn't create the video.

I'm just trying to understand what the options are to fix this.
