Im guessing your using PHP but if you create a file called
phpinfo.php with thee content
<?php
phpinfo();
?>
And navigate to it It should tell you on the 3rd or 4th line where your php.ini line is located. Edit that php.ini and search for SMTP. you will need to enter the details of a SMTP server ( you can use your comapny one or ISP one ) or set one up under IIS.

I use blat on win2003 server, this is win32 application, users reports that they work on Vista. Just test for your system, this console application do not require installation.

Thanks for the Assist
Windows Server 2008 should come with IIS and you should be able to setup the SMTP part of it and disable the webserver part if you wish to use Apache instead.
