Microsoft Outlook 2003 will not start

Microsoft Outlook 2003 will not start in regular mode or in Safe Mode.  I double check that outlook.exe is not running, then click on any of the shortcuts (even launching directly from the outlook.exe does not help) outlook.exe will appear in the Task Manager but the program never loads (no splash screen, no errors).  If you end task the instance that's running then try to run it again it will display the safe mode option but it behaves the exact same way.  I have logged in as a different user on this PC and Outlook works fine.  I have tried to remove the users Outlook profile but even the Control Panel applet will not respond.

Any ideas?  I'm running out of hair!

Hello Corp616,

1. Reset the Outlook toolbar template. With Outlook close, do a search for and rename outcmd.dat file. Do the same for frmcache.dat and outlprnt files. Restart Outlook.

Outcmd.dat is located in C:\Documents and Settings\<user>\Application Data\Microsoft\Outlook folder. It is a hidden file, so you have to unhide hidden files. Go to any folder and select Tools > Folders Options > View. Check "Show hidden files and folders". Click OK.

2. If no joy, register two important Outlook files. Go to Start > Run and type regsvr32 OLE32.DLL
Do the same for INETCOMM.DLL

3. If no joy, an addin could be interfering. Disable Outlook Addins.  Go to Tools > Options > Other > Advanced Options > Addin Manager or COMM/Addins and disable the addins.

If you cannot open Outlook, do a search for and rename extend.dat file.

4. Check if an external program running in the background is interfering with Outlook. Check Firewall, antivirus and other security programs, Yahoo and Google toolbars, and desktop search programs. Disable these programs one at a time.

5. If no joy, create a new Outlook profile.

6. Repair Outlook. With Outlook open, go to Help > Detect and Repair.

7. If no joy, reinstall Outlook.  Go to Add/Remove Programs and highlight Microsoft Office. Click on Install/Uninstall.  A menu will pop allowing you to choose repair or reinstall.

3 - Renamed file listed as Outlook will not launch with no change
4 - I have stopped EVERYTHING I could with no change.
5 - This is the one thing that I have wanted to do since the begining but I cannot get even the control panel applet to run.  Is there a way to delete the exisiting Outlook profile via command line or outlook switch?
6 - Cannot access Outlook so this was not tried
7 - Reinstaleld Outlook with no change.

Did disable all toolbars, including Yahoo and Google toolbars?  Did you disable all desktop search programs, including MSN and Google desktops?

Yes I did.  I stopped everything possible.  The only things running (besides system items) was the AV client but Outlook works fine in other Windows profiles so I am confident that the AV isn't the cause.
