Upgrade office 2003 to 2007 and running Echange 2003

Hey, we are upgrading our office 2003 to 2007. We have some computers that dont want to connect to our exchange 2003 server. They are receiving an error message. Cannot start Microsoft Office Outlook, Cannot open the Outlook window. Before you can use this offline folder file, you must connect to Microsoft Exchange with the current profile and synchronise your folders at least once. 
We deleted all *.ost and *.pst files and tried it on a new profile and it still doesnt connect.
