cisco 2600 router, when shutoff i have to reconfigure the router always, bad flash maybe?

So we had a power outage on saturday over the weekend and i had to come in and restore the router configuration which i had a backup saved so i just had to copy and paste and write to memory.   But how come when the router is shutoff it wont hold its bin file.  Is maybe the flash going bad in the router?

thank you.  I ran the command config-register 0x2102 and then did copy run start.  Hopefully it is fine now.
This is the best money I have ever spent. I cannot not tell you how many times these folks have saved my bacon. I learn so much from the contributors.
