How do I grant admin access to underpriveleged users in IIS 6.0 ?

I need to assign admin priveleges to a user who shouldn't be a server admin temporarily to use a home grown piece of software that creates internet forms. Right now I make that a user an administrator so they can make a site in IIS 6.0 then remove them from the administrators group when they are done.

In IIS 6.0 the only supported way for a user to administer IIS is to be a member of the Local Administrators group.

This is entirely different in IIS 7.0.

Dave,

I have seen people use custom MMC's to allow certain AD permissions. I didn't know if I could do that with IIS or not. My conclusion at this point is that I can't and I will have to go through the arduous task of upgrading a production server to 2008.

Do you know if I can do anything with the IIS 7.0 management console to allow access to IIS 6.0, but not add the user as a local admin on the server.
