SQl Enterprise Manager on XP workstation

I have a user that needs Enterprise Manager installed on their XP Pro machine. I have not done this before and followed the instructions from another post and installe SQL 2005 on my machine to see if Enterprise Manager installed and it did not. The only things that installed were Notification services, Server Config Manager, Server Error and Usage reporting and Surface Area config. How can I install just Enterprise Mnager?
