BES Activation - Unable to find SRPId for user

Trying to activate a user through BB activation. Dont usually have any problems but the IT POLICY status is "Error".  Resending the IT policy and the service books do nothing.

We have deleted the users BES account and re-created to no gain. The event logs show the following:

Some things to try:

Can you wipe the BB?
Then delete the account, and recreate the account on the BES.
Make sure that the sim-card is activated and enabled for Enterprise email
try to activate the BB
Do you have the policy set to allow devices that do not have an IT policy set to connect to the server?
I am having this same problem.  We have wiped the device and verified twice it was setup for enterprise service.  The IT policy is the default after the installation of Blackberry Professional  Any other thoughts out there?  I have talked to Blackberry support as well and they are running out of ideas.
Stange, I can think of 1 last thing:
Did you try to recreate the encryption key?
Goto Settings/Options then open "Security Options".
Now select "General Settings" and scroll to the last line: Desktop [number] (3DES) and click on the wheel.
Select "Regenerate Encryption Key".

This you tried to reload your BB OS?
