error message in active directory while trying to create user
I setup a new workstation and loaded active directory, IIS manager and Active directory connector for Exchange.
When I try to add a new user i get the message that the username cannot be verified as unique because there was an error while contacting the Global Catalog there error is: "A local error has occurred" it says it will go ahead and create the user but it will have to be verified as unique before the user can log in. I go ahead with the next step and tell it to create an exchange mailbox for the user as well then I get an error box that says Microsoft Active directory exchange extension a local error has occurred Facility;win32 ID: 8007203b

If it's saying it can't contact a Global Catalog then the first plan of action would be check at least one Domain Controller is acting as a Global Catalog. Can you confirm this as per the above link?
Changing an IP address shouldn't affect it. Was the new IP on the same IP subnet as the old?

Can you tell me how to check each DC to find which one is acting as the global catalog?

That's actually the procedure for making a server a GC, but you need to look in the same place to check if it already is a DC. Just remember in step 3 - at the part "click your domain controller" - you will need to do steps 3 to 5 for every domain controller you have. Then in step 4, ensure the Global Catalog box is checked (or not).

Thanks for your help, I found which server was the GC, I rebooted it last night and everything came back online. How do I award you points?

Good to hear my advice solved your problem!
To award the points, you need to find one of my posts above, then press the "Accept as solution" button in the bottom right of that post. Make sure you press it on one of my comments - preferably the one which actually contains the solution - and not one of your comments!
Once you press that button, you will be taken to a page where you can pick a grade, write a private comment if you wish which I can see, and click on 3 radio buttons based on accuracy of my solution, and how easy it was to understand.
I suggest you read the grading guidelines at https://www.experts-exchange.com/help.jsp#hi97 for more information on what is the correct grade to give. Just bear in mind that if an expert completed answered your solution - even if it was through a link - then a grade 'A' is usually given. A solution which worked, but wasn't clear or you needed to do further work and/or research in order to make it completely work could be given a 'B' grade. 'C' grades are seldom seen on EE - if you ever award a C grade, an expert will contest it and a moderator is likely to re-open the question for you to close again.
Please remember that if, in the future, more than 1 expert participates in a question and both experts assisted in providing a solution, you should split points between the two (or more) experts. To do this, you press the "Accept Multiple Solutions" link on one of the experts' posts (I doubt it appears here since I'm the only participating expert), then enter the number of points you wish to assign to each experts' post (minimum of 20 and must add to total points assigned to the question). You then follow the same procedure of grading, writing a comment and then answering the questions as to how accurate and easy-to-understand the solutions were.

could this be IP address related/ I moved the IP from my old pc to this new one just wondering
