How to Run VMWARE Fusion using bootcamp partition with no Mac Admin rights?

We would like to roll out vmware fusion in the Mac environment part of our enterprise.  We are using the Boot Camp partition for the vmware.  We are able to launch vmware fusion with no issues as an admin but when we create a standard account on the Mac it will not run, it requires admin rights.  We do not want to give our mac community admin rights nor or windows users.  Is there a way to configure or manipulate the system so that vmware fusion can run without the use of local admin rights?  Any help is greatly appreciated!

Not sure if this works when using the bootcamp partition, but in a regular install I think you need to extend read/write rights to everyone on the VMWare Fusion files and folders.
