How to send text to a cellphone from a website?

Is it possible to send a text message to a cellphone from a website as long as we know the cellphone number and the provider? Or are there specific formatting requirements for sending to various providers such as verizon, att, etc?

For example, given that the number in question is 123-456-7890, and the provider is verizon, can we just send out an email with the TO address of 1234567890@verizon.net? Or is there more to it than that?

Depends
In many cases you hace to ask to your mobil operator
Maybe it has a web service for this, or maybe it doesn't permit
