F9 and Send and Recieve not working

I have a client with a MS Office 2007 pro installed on a Sony Tz series (XP Pro), outlook is tied to our corporate exchange server (with Caching). When he is offline or online, pressing F9 does nothing. Also if he goes tools | send/recieve | Send recieve all, nothing happens (outlook should connect to server and try to download latest emails)

When he is online, F9 should do nothing as you have a live connection to the server.

While offline, you should be able to define (don't have Outlook here to verify) that it goes online, checks for new items, then disconnects again. Can that be tied to the F9 Send/Receive All, I'm not sure.
