and what i need to start learning it
do i need knowladge in other language ?
what tools i need in order to start makeing websites with it?

is it easy like php?

from what I gather, you can build a silverlight app using the Microsoft Expression Blend and Microsoft is trying to make it as simple as simple.....

however being a different standard from flash, it might take some time before you are used to it..... being well versed in flash should also help.....
