What software can I use to setup a winscp server?

We are in the process of closing port 21 on our LAN\WAN, I need to setup a winscp server on various Windows server 2000 and 2003 servers that will allow secure connections over port 22 to facilitate file transfers. Can anyone recommend software that I can use that will allow this?

Winscp is a client solution, not a server side software...

I didn't get the chance to make a serious comparison. I needed it for my own purpose a few days ago, downloaded it, and just left it, because something more important arrived.
Perhaps I could try it right now...

I think I'll go with OpenSSH, regardless of testing results...  Second link.
