Can a user use the Folder Assistant with Limited Permissions

Can a user have access to modify the Folder Assiatnt and rules for a folder, but not have the ability to delete the public folder.

to configure and modify the rules in folder assistant the user must have owner rights on the folder
if the user is configured as an owner then the user will be able to delete folders also
