Converting to .net 3.5

I just installed VS 2008 and opened a project created in 2005.  It started the wizard and asked me if I want to upgrade the .net framework (which I do) but I accidently clicked no and now its no longer asking me when I open projects if I want to upgrade.  Is there a way to run the wizard manually or how can I get it upgraded.

go to your project settings (Menu Project -> Project Properties), select the Application tab, and change the Target Framework combobox.
