The performance of Terminal Server over the Internet is always limited to the speed and bandwidth available on the connections at both ends, and every component in between.
Connections between China and the rest of the world are generally VERY slow, and there are probably a few government firewalls in between, that scan all the traffic.
Citrix does perform slightly better, but don't expect too much.
