We have several messages in our Event log on our 2000 Server.
Event Viewer Event ID 213 Replication of license information failed because the licence logging server on server could not be contacted.
Is there something that needs to be done with this.
It is failing to contact our domain controller.

I found this and I am going to check it out.
I would remove and add them back in again, since they may still be trying to contact the old license server.

Other option is to turn off the License Service ( I think ) locally.

Did you check the MS site and also see the MS site

and search the the Event ID 213

The license logging service should be running on the machine that owns the PDC emulator role.
But then again, you can simply disable the LLS (unless on an SBS), as it doesn't do what it should and Microsoft says that you can safely do so in most environments.
