Exchange responds 554 Transaction Failed Spam Message not queued, to a select few domains that we are trying to email to.
Here is the actual message returned along with the headers:
There was a SMTP communication problem with the recipient's email server. Please contact your system administrator.

I had that problem in the past already, I just checked and the PTR is our domain name.
Maybe check with your ISP or the security dept at one of the major domains that are blocking you to see if they can shine some light. I had the exact same problem and that was it for me. Sorry I couldn't be more help.

It helped my setup, but I changed IP Addresses and everthing started going through so someone was blocking it
Run a report on your domain name. The ISP I was using was reporting the PTR record incorrectly as themselves instead of our Exchange server. I contacted my ISP and asked them to change the PTR record to point to us. As soon as they did this problem ceased. It's a spam filter by the select domains that check the PTR record against the sending domain ip. When it's different, it gets rejected.
