Signature appears below stationary in new email messages

We have a random problem  Over the past year or so certain peoples email signatures have started appearing below their stationary when they compose a new email message.  this does not affect all users but is one by one working through all users at random times.  once someone has been affected it remains a problem for them consistently.  Any ideas why this might be happening and a possible fix?

I found this and it could help you out:
Problem - Stationary text is above signature after updates.
Root Cause: Behavior change after KB 917295 (installed with Security Update: KB 924085).

Resolution  Workaround Provided:

1) Added the Disclaimer as part of users signature.

2) Use Word as editor.

3) Use KB 317680 to Add a disclaimer to outgoing SMTP messages in Visual Basic script

4) Uninstall KB 924085.

It's not the disclaimer as such (that is added separately buy our smtpmail gateway server.) Its the stationary and signature which are both setup in the Outlook profile of the user.  The stationary should always appear below a signature but here its being inserted above

yeah i know but this was a reaction of microsoft to actually exactly the same question you asked....look at the title "Problem - Stationary text is above signature after updates."

anyway it is up to you what you do with this information.
