If you add that external account in outlook, when you go to send an email in outlook, there should be an option in the toolbar that allows you to choose whch account to send as.

If the user has rights to Send As, then you can change the FROM to whatever user you want within your domain. If you are using Outlook 2k7, Open a new email, choose the Options Tab, and choose Show From. Then you can add whatever account you want.
